The International Bridges Steering Committee allows affected agencies, local businesses and other stakeholders to collaborate on ways to solve challenges faced by the region’s ports. The Borderplex Alliance is a regional non-profit 501(c)(6) organization dedicated to economic development and prosperity in the Ciudad Juárez, El Paso, and southern New Mexico region. The organization is supported by a coalition of business, community and civic leaders, all with a shared vision - bringing new investment and jobs to the Borderplex region and creating a positive business climate. The Borderplex Alliance provides regional, national and international development, advocacy, representation, and support to businesses looking to expand their operations within the Borderplex region. The Alliance’s areas of focus include business recruitment, expansion, and retention; international economic development; advocacy; education and workforce; and regional planning.

As the lead federal government agency responsible for regulating and providing safety oversight of commercial motor vehicles (CMVs), FMCSA’s mission is to reduce crashes, injuries, and fatalities involving large trucks and buses. FMCSA partners with industry, safety advocates, and state and local governments to keep our nation’s roadways safe and improve CMV safety through regulation, education, enforcement, research, and technology. The Pipeline and Hazardous Materials Safety Administration (PHMSA) is a sister agency to FMCSA. PHMSA regulates the transportation of hazardous materials along the border.

The El Paso Metropolitan Planning Organization is a transportation policy-making and planning body with representatives from state and local government and transportation authorities. MPOs ensure that existing and future expenditures for transportation projects and programs are based on a continuing, cooperative and comprehensive (3-C) planning process. Federal requirement in Census urbanized areas of 50,000 or more and a population at or >200,000, designated a Transportation Management Area. The Transportation Policy Board is the deciding body: Texas and New Mexico representation.

The parties that make up said entity are 3, the State of Chihuahua through the Ministry of Finance, who represents the trustor; the trustee, represented by BANOBRAS, and the trustees, which are divided into 3 parts: bank creditors and/or stock holders, the Municipality of Juárez and finally the State of Chihuahua.
The Municipal Institute for Research and Planning (IMIP, acronym in Spanish) is defined as a public entity decentralized from the municipality, with its own legal status and heritage, and independence in its decision-making. This planning model gives continuity to projects despite the changes of administration, through urban projects and studies with a short, medium, and long-term vision, where municipal action scheduling and planning criteria are proposed. Since its inception, IMIP has fostered its citizens’ participation in urban planning processes.
The New Mexico Border Authority is an executive branch state agency that provides leadership in the development of the state’s international ports of entry as well as serving as the Governor’s advisor and point of contact for those interested in opportunities at the ports of entry. This agency also facilitates new infrastructure, trade opportunities, job opportunities, job training capabilities and many other activities that contribute to development of a productive economy along the New Mexico border.
Oh Yes Juarez / Visitor Information Center is in charge of bi-national affairs between the government and private sector. The purpose of Oh Yes Juarez is to promote Ciudad Juarez, El Paso and Las Cruces as ONE Region.

The Texas Department of Public Safety endeavors to proactively protect the citizens of Texas in an ever-changing threat environment while always remaining faithful to the U.S. and State Constitution. The goals of the department include combatting crime and terrorism, enhancing highway and public safety, enhancing statewide emergency management, and enhancing public safety licensing and regulatory services. Current programs include enforcement of motor carrier safety regulations, enforcement of weight and size laws, enforcement of hazardous material regulations, enforcement of registration laws applicable to commercial vehicles, enforcement of all traffic laws, and enforcement of criminal law.

Visit El Paso is responsible for destination marketing for the City of El Paso and includes Convention Development and Meeting Planning Services; Tourism Development to include management of two Visitor Information Centers, as well as advertising and media relations. Information centers are located inside the El Paso International Airport and the Union Depot in Downtown El Paso.
